How to be in fashion without spending a lot of money?

Hi, many of you will answer that a real creative person will create their own way of combining clothes and stuff. I’m 20 years old and I’ve never been interested in being involved in such capitalist thing. But for some reason I’ve become tempted to be in fashion and look different. Would you have any recommendations of websites and stores (not abercrombie or popular expensive brands) where I could find ways to find clothes and something that would make me look “in”.
